Hong Kong Government reserves 200 billion Hong Kong dollars to develop medical care

The Chief Executive of the Hong Kong Special Administrative Region, Mr Leung Chun-ying, said on the 3rd that due to the rapid ageing of the population and the rising expectations of the community for medical services, the demand for quality medical services in Hong Kong will continue to rise in the coming years. The SAR Government has earmarked 200 billion yuan (HK$, the same below) to the Hospital Authority (HA) to promote the 10-year hospital development plan.

In the morning, the HA's 2016 seminar was held. In his speech, Mr Leung said that Hong Kong has implemented a two-track medical system and public and private services have become one of the most efficient health care systems in the world.

Liang Zhenying said that the SAR government will continue to adhere to the dual-track medical system, especially the commitment to public health care. In the past five years, the government's expenditure on public medical services has increased by nearly 50% to about $68 billion this fiscal year. He is confident that Hong Kong's medical system will continue to grow.

At the opening ceremony, the Chairman of the Hospital Authority, Mr Leung Chi-yan, thanked the Government for setting aside $200 billion to promote the 10-year hospital development plan. "The plan is to enable the HA to expand and upgrade its medical facilities. It is expected that the hospital will be able to add 5,000 beds in the next 10 years. And about 90 operating rooms, which are 18% and 40% higher than the current service capacity."

Liang Zhiren said that the future development concept also includes the construction of a connected rehabilitation building near the emergency inpatient ward when building a new hospital or rebuilding facilities, so that patients with stable conditions can be quickly sent from the emergency ward to the rehabilitation ward. At the same time, it is planned to introduce appropriate new technologies, such as minimally invasive surgical techniques, to shorten the length of hospital stay, thereby greatly improving the service capacity.

Liang Boxian, Chief Executive Officer of the Hospital Authority, delivered a keynote speech. He pointed out that the proportion of people aged 65 and over in Hong Kong will jump from 15% in 2014 to 33% in 2064.

He also said that the chances of admission to the elderly are about four times higher than those of young people, especially in the year of death. The service utilization rate of elderly patients in the year of death was 10 times higher than that of other discharged patients. It is also estimated that the number of deaths per year in Hong Kong will increase by 50% to 69,000 in 2035, and will double to 92,000 by 2046.

Mr Leung said that there is an urgent need in Hong Kong to formulate and implement a new class of advanced patient relief treatment and terminal care services. The HA must step up treatments to cope with the growing demand for chronic disease management, provide health and emotional support to patients and their caregivers, and use limited resources to achieve optimal results.

Mr Leung said that the Bureau will work closely with the SAR Government to promote a better policy and legal framework, promote further care and end-of-life care planning, and provide relief services outside the hospital environment.
